General:
The image is rumored to be (though there is no documentation to substantiate the claim) a representation of Elizabeth "Baby Doe" Tabor, the wife of Colorado silver magnet Horace Tabor. 

The tray is listed as "Stock Tray No. 1, lithographed in 10 printings" in the Tuscarora Advertising's July 1, 1900 catalog.  The early versions of this tray may be even earlier than 1900, as it is not known if Tuscarora had this image available prior to the first known catalog.

In the 1901 Meek & Beach (No. 12) catalog it states the tray to be "lithographed in nine colors" and having "Four panels in border for name, business, and address."  In the 1903 Meek & Beach (No. 16) catalog it states "...we have now made over two hundred and fifty thousand of this particular design..." helping us to understand why something made in the early 1900's is fairly common.  

By the 1903 catalog it shows that they had moved to the simpler red drape on the rim, thus providing more potential clues that these versions are later printings than those with the panels.  In another (undated) price list from 1903, this tray is referred to as "Lady with roses in hair."
