General
Tuscarora No. 13 does not appear in the July 1900 Tuscarora price list (which ends with No. 12), nor any of the subsequent catalogs and may be the last design created by Tuscarora prior to the merger with Standard Advertising.   One wonders about the placement of the individual portraits as they don't correspond to their sequence in office.  Five portraits are enhanced with special ornate borders suggesting some kind of higher esteem.  One can certainly understand Washington being in the center (and slightly larger than the others).  Lincoln and Grant make sense given their roles in winning the Civil War.  McKinley is probably featured because he was the President at the time this tray was produced.  However, Grover Cleveland is a bit perplexing.  By the end of his second term, public perception showed him to be one of the most unpopular U.S. presidents, and he was by then rejected even by most Democrats. Perhaps it was the result of recency bias. 

Shape & Rim & Ad Text
It is a large rectangular oblong with shallow rim and flat edge like a number of other the trays of this era.  It does appear in the 1903 price list from M&B's Novelty Department where it is briefly described as "No. 12, Oblong, 11 1/2 x 16 1/2, President's <sic> Pictures." and sold for $25 per 100 like #9 which was also an oblong.  Perhaps one of the reasons this may not have been a popular design, aside from not appearing on any known price list or catalog, was the lack of advertising space.  Although this large tray featured four panels on the rim, the two largest (on the top and bottom) where occupied with text identifying each of the 24 presidents leaving only the two small panels on the sides.  The face wasn't really an option given that the mini-portraits take up almost the entire space.  There are no known brewery examples.


Hager & Price
This tray is not represented at all in Hager's work.  Perhaps he was unaware of it since it doesn't appear in catalog No. 12, nor generally being seen with any frequency.  Given its scarcity and being a political cross-collectible, it is surprising that prices are not particularly strong.
