This unique tray appears to have been issued to commemorate the 40 year anniversary of the Battle of Gettysburg as (Northern) veterans group reunions were pretty popular.  Carries the number 5 and the rim clearly points to Beach.  Stock samples show up occasionally; ones with advertising rarely and the Lucerne is the only brewery example encountered so far.  Since the rim didn’t lend itself to ad text, all known versions has messaging directly on the image itself.  Speculation is that not many of these trays were made given the specific anniversary it seems to have been issued to recognize.

This image is a painted version of a photograph taken from the Ziegler’s Grove observation tower.   The picture is titled “General View of the Battlefield of Gettysburg, 1863.”   The view includes many features that no longer exist, including the observation tower itself.
